Rudy Guzman

Water Utilities Division Manager
City of Oceanside

Rudy Guzman has over 30 years of experience in the water/wastewater field and currently holds a Bachelor’s Degree in Environmental Science with emphasis on Water Science & Resources. He also holds a Water Treatment T-3, a Wastewater Treatment Grade V Certificate, and an Advanced Water Treatment Grade 5 license in California. He was introduced to the water treatment field in the summer of 1987 as a lab technician for an aquaculture company attempting to grow shellfish in the middle of the New Mexico desert using briny groundwater. Since then he has worked at multiple water and wastewater plants and for multiple agencies. He currently oversees several treatment plants for the City of Oceanside including a brackish water desalting plant, a surface water direct filtration plant, two activated sludge wastewater plants, and the advanced water treatment plant.
